I made a fresh Gallery2 installation on my local Linux server where apache has *no* mod_security. Result: Connection and upload are working without any problems.

A second confirmation that this problem has to do with "mod_security": On the server I found the problem not able to connect to Gallery2 the mod_security was turned off by the provider - now the upload works well.

Same problem on my Gallery2 install. Being on a large shared hosting system mean I can't just ask to turn it off globally.  To turn off mod_security locally do the following:

Edit the .htaccess in the gallery2 install directory and add:

SecFilterEngine Off
SecFilterScanPOST Off

I'm afraid I have no idea. I haven't used Gallery for many many years :s I'd suggest closing it as old if you don't get confirmation otherwise.
