When you enable the dashboard (ctrl+F12) and right-click a plasmoid to edit configuration, dashboard is closed. I think this is uncoherent.

top level windows make the dashboard go away (otherwise you couldn't get to them; even if we put them above the dashboard it just gets too easy to end up in pretty crazy situations where there are windows, the dashboard, then more windows).

so this is completely intentional. when/if plasmoid configurations get moved to canvas with widgets on canvas, then this is no longer an issue for the dashboard, but this particular behaviour will remain (there are other ways a plasmoid could pop up a dialog, as well)
