Well, I am able to rotate it, but as soon I release LMB the applet window is back to landscape position.

PS. Resizing is also incorrect(should I fill another report for that?).

While you probably can't tell from the suse packages, the akademy applet is in playground. That means that it's not guaranteed to work at all and will not be part of kde-4.0.0. That applet will likely disappear entirely.
