Version:           0.12.6 (using KDE 3.5.7 "release 72.4" , openSUSE 10.3)
Compiler:          Target: x86_64-suse-linux
OS:                Linux (x86_64) release 2.6.22.13-0.3-default

Using Opensuse 10.3 x64, I cannot access the settings dialog (Menu settings and then the bottom menu point). All I previously did was setting up my ICQ account, which works well.

Kopete 3.5.8 is working fine to me. Try to update your kopete version.
