I found that there is at least one case when the taskbar doesn't show the running applications. To reproduce:
- make sure you have the new device notifier applet running
- insert a new device, eg. memory card
- (double) click on the new device name to open Dolphin

Dolphin will not appear on the taskbar. It will appear only when you move the mouse over the taskbar.
