Installed from:    Ubuntu Packages

It occurs on the Italian localized version only afaik.
Open konqueror, try to open the menus with shotcuts (eg: Modify menu w/ ALT+M)
Default Shortcut for Settings menu (Which in Italian is 'Imp_o_stazioni') doesn't open with either ALT+{i,m,p,o,s,t,a,z,i,o,n,i}

Cannot reproduce here, Alt+O opens the Settings menu just fine.
Does it happen everytime? Even on empty pages (address "about:blank")?

Yes it happens so, but I believe it has to be a bug related to Kubuntu configuration and packages only.
