So for the issue :
In Konqueror (both 3.5 and 4.0-rc2) I use a proxy url to configure proxies in Konqui, all works very well until one of the proxy fall.
In this case konqueror never switch to the next proxy. I tried firefox ad it fell to connect to the server the first time but after a forced reload of the web page it switch to the next proxy on the list. Konqueror, unfortunatly, never switch.

For everything else:
