I'm tried to id as a root but with this result:

sudo systemsettings
root's password:
<unknown program name>(14958)/: KUniqueApplication: Cannot find the D-Bus session server

The Bug 165004 could be marked as duplicate of the Bug 151669 rather then hereof (Bug 153692) <= KDE4
