In order for this to be possible, does kwin have to be aware of which parts are active, like buttons and draggable icons, and which ones aren't?

The summary is misleading, the link provided in the OP is about dragging windows by clicking anywhere, what is supported by the oxygen style, so i consider this worksforme.
