Please report this bug to your distribution's KDE packagers. Changing the environment is a distribution-specific task which KDE does not try to cover. You can do this yourself by editing the login script for your shell (i.e. ~/.bashrc). Some distributions allow you to edit /etc/profile or similar to do so as well. But this is not something we can fix.
errrmm .... while i agree with the resolution, the reason is bogus. libexec must *not* be put into the path. the *whole point* of having it is not having those execs in the path. the "kdesu situation" specifically is another matter - see the kde-core-devel list for a currently going discussion.
