Installed from:    Compiled sources
Compiler:          gcc version 4.1.2 20061115 (prerelease) (Debian 4.1.1-21) 
OS:                Linux

The settings chosen with systemsettings do not apply to programs started after pressing "apply" in systemsettings.

Reproduce:
Start any KDE 4 programs.
Start systemsettings and change the cursor (and other observable settings, like fonts)
Click apply and notice that the settings apply to all the running programs.
Start a new program (konqueror) and notice that it has the fonts and the cursor that were default before applying the new settings.
If you log out and log in again the settings will applied correctly.

Rectification, this only happens for changing the cursor, not the fonts.

Version 4.1.1 (KDE 4.1.0 (4.1 >= 20080722)) (KDEmod) in ArchLinux i686:
I can't reproduce this bug. Can you still reproduce it with a recent KDE version? (4.1 or 4.0.5)
