Installed from:    Gentoo Packages
Compiler:          gcc-4.2.1 
OS:                Linux

most of the time, i want my e-mails to be signed ... but there are a few lists where i would want to disable all signing capabilities by default (like LKML).  it'd be nice if there were a way to control the default signing behavior based on the recipients of the e-mail ...

Thank you for your feature request. Kmail1 is currently unmaintained so we are closing all wishes. Please feel free to reopen a feature request for Kmail2 if it has not already been implemented.

i don't see any options in kmail2 to support this

You can use kaddressbook to set these informations. Please give 4.11.4 a try.
