Currently there is no way to limit the upload and or download speed for DCC.

As I'm on ADSL, with a fairly limited upload speed, a DCC always uses my maximum upload speed. Because of that, it chokes my connection, and sooner or later, I get disconnected. Also, whenever I upload at my max upload speed my downloads go significantly slower.

Not sure how effort it would take to implement a way to limit upload speed for konversation (and maybe download speed), but it would be a nice feature to get.
