Ctrl+insert is a shortcut for copy. Ctrl+C is a shortcut for copy. Both are KDE shortcuts. KMail message plain text viewer supports only the latter one, i.e. the first one does not work. And it should. Bug. My wild guess is text viewer uses regular Qt widgets, not KDE -- and I saw such implementation in various KDE apps with the same result ==> only the first shortcut is supported, not the alternative.
These problems are now found by the "krazy" source code checker at www.englishbreakfastnetwork.org, so I don't think it's necessary to file bug reports for them. In fact, they're probably fairly easy to fix - you might like to give it a go.
Thank you Philip, so I do not post reports against this kind of bugs. Btw. I've check the results of verifying KDE code, it is really great tool.

This problem seems to be fixed now. Ctrl+Ins works fine in the plain text view in KMail 1.11.0.
