I want to use kconsole to manage several servers with different operating systems. 
They use code pages UTF-8 and ISO-8859-1.

It would be nice to have "tab profiles" with at least different code pages, keyboards
and colours that could either be selected when opening new tabs or selected by key press.

Konsole (in KDE 4) already supports profiles from which a new tab can be created or to which an existing tab can be changed.

Every option in Konsole/KDE 4 can be specified per-profile, which includes codepages, colours and keyboards.

Is this what you are after or am I missing something?

Not had a response back, but I'm fairly sure that Konsole/KDE 4 does what you are after.
