It's easy to attach something to an existing bug, but I can't see any way to make an attachment while using the new bug wizard.

If you are speaking about bugs.kde.org, then the product is wrong.

Issues with reporting bugs should be fixed by the new bug reporting mechanism being implemented with the upgrade to Bugzilla 3.4.
