Mik,

None KDE applications use F10/CTRL++F10 for that. Also F10 is already used in editor to toggle under Exposure indicator.

Well, that shortcuts are part of HIG targeted mainly for KDE/Qt *4*. So
not everything may work in KDE3. But it should be rechecked when porting
to KDE4.
