I think it is a mistake: a) it confuses the user -- "did I choose end session by mistake?" (those options are close in shutdown dialog) b) it slows down shutting down
Shutdown works here; sounds like a SUSE bug.
I didn't say it didn't work. It works. But as I said -- it goes through KDM log-in dialog. In other words, when you press power-off button will you see this dialog on your computer?
Hmm I was talking about K Menu -> "Log Out..." -> Turn Off Computer. Were you talking about that, or about the physical power-off button of the computer? I'm not sure which code reacts to that button... must be something set up by the linux distributor.

I don't really know that code, but if it works with an unmodified KDE, I would say it's an opensuse bug, yes.
I cannot reproduce either.
