This has been reported in Debian BTS at http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=369712

When using kopete to connect to our local IRC server the message 'Server too busy to handle request' occurs when I join a new channel.  While this 
is a server configuration issue, the problem is when it happens kopete will keep popping up a window that must be clicked on after each response even when all 
message destinations are set to 'ignore'.  Ideally you should be able to prevent this message or have it logged elsewhere so that it does not become a 
constant interruption.
