This has been reported in Debian BTS at http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=408470

The bottom of kcmshell's manpage suggests ‘khelpcenter help:/kcmshell/’.
This only results in "There is no documentation available for
/kcmshell/index.html." here.

I can't find a kcmshell manpage in the kde source tree. Are you sure it isn't a debian customization?
