Huh? It _does_ exist, at least in all version since 1.4.2 that I have available. To be precise, here are the exact list of sub-items in the Help menu: * Umbrello UML Modeller Handbook (F1) * What's this? (Shift+F1) * Tip of the Day * Report Bug... * About Umbrello UML Modeller * About KDE
"Report Bug" does not appear under the Help menu of the version I've reported (installed from source). I don't have it installed on this machine (it is installed on my machine at work), so I say this from memory, but the other menu items you've mentioned do appear under my Help menu.
On looking again, I see that the Help menu is not explicitly coded in Umbrello at all. Instead, KMainWindow::setupGUI() conspires with KAboutData to construct the entire Help menu automagically. I don't know the details but I suggest you ask on the kde-core-devel list to find out more.
