The Konqueror addressbar suggests all possible completions of the path/file you're typing, regardless of whether you have visited that path before.  In contrast, the Run dialog (which should have a superset of the addressbar's functionality) only suggests paths/files you have already opened.  The Run dialog should use the same mechanism the Konqueror bar does, which is more useful.
 
I set the Text Completion method (in right-click menu) to "Dropdown list" for both the Konqueror address bar and the "Run Command" dialog, but I don't think that makes a difference.
