600 pixels high is quite uncommon these days. You can move the dialog by pressing Alt while clicking the left mouse button, such that the buttons below will appear.

Should the KDE Standards document be updated, then?

says, "A window, be it a dialog, main window or any other type, must display conveniently in a size corresponding to 640x480 pixels. Further, when used in combination with the KDE enviroment the window must be usable and practical when the display runs in 800x600 resolution."

Furthermore (I'm the original bug reporter downstream):

This is wrong. It is increasingly common in ultra-portable laptops, e.g. the
JVC Mininote XP731 (which I have), which is a rebadged Asus (hence appears
in other guises), and the Dialog Flybook. Increasingly you will have PDAs to think about too.

That's a way to deal with pathological cases (in fact, my window manager doesn't currently let me do this). I was rather hoping kpackage
could be improved!
