Tabs in konsole and konqueror cycle here. Is there a particular app that doesn't for you?

Oh wait, perhaps I'm misunderstanding - what do you mean by "tab arrows"? (I thought you meant the keyboard shortcuts to switch tabs)

I sent the report to kdevelop but now I see that somebody redirected this to kdelibs. I don't know why.

But hey -- in Konsole they are does not work properly at all, and Konqueror does not even has the tab arrows!

Tab arrows, sorry for my English, those are two small widgets near tab widgets. Go to Konsole, open more tabs that fit in screen, on the right there should appear two tab arrows (very similary to arrow widgets in scrollbar).

What should I do with this report -- "split" it to Kdevelop (cycling), Konqueror (lack of those widgets), Konsole (too early stopping)? Or is it indeed something in kdelibs?

It's a KDE widget, from kdelibs, so kdelibs is the right place for the wish. KDevelop doesn't control the implementation of the tab arrow behaviour.
