There are several points -- home, desktop, public_html -- but the project point would be a great help.

multiple projects in kdev4 make this completely impractical. Apart from that there are far better ways to open project files (quick-open for example).

Multiple projects -- no, there would simply be several entries (on the-fly).

Quick open -- true, but then you have to use two different ways to open files. Besides, you have to be sure in advance that the file you are looking for is in project.

I think that is more useful to simply open file, and then decide where I look for. This is much simpler, it requires remembering only one shortcut.

And I can only guess, QO works for current project -- so there would be advantage too.

QuickOpen works across all projects and even allows to directly open included files (i.e. all that are #included in your project sources). 

So I just checked wether its technically possible: Its not, we can't access the places model inside the filedialog, so this is a can't fix until somebody exposes the places model inside the KFileDialog/KFileWidget. Please re-open when that has happened.
