Version:            (using KDE KDE 3.5.4)
Installed from:    SuSE RPMs

I use 1400x1050 screen res. Each time I run Konsole it is maximized, good.

1) run Konsole
2) is it maximized --> yes
3) quit Konsole
4) change screen res to 1024x768
5) run Konsole again

Now you get some awkward small window (I mean -- much smaller than 1024x768). I would expect to get it maximized, as usual.

There is a workaround with Kde window settings, but Konsole should start in a consistent manner.

Works for me in KDE 4.6.2!
