Version:           1.5.1 (using KDE 3.4.2, Mandrake Linux Cooker i586 - Cooker)
Compiler:          Target: i586-mandriva-linux-gnu
OS:                Linux (i686) release 2.6.12-12mdk

There should be a feature to reset or zero out the high scores. Once the 10 High Scores are set, the only way to get on the high score is to complete a game faster/higher score than the 10'th place or higher.

Yes, this is something for libkdegames. I would call it a wishlist, not a bug per se.

As a temporary workaround, open the game configuration, e.g. ~/.kde/share/config/knetwalkrc for KNetwalk (".kde" might be ".kde4" if you installed KDE4 from distribution packages), and delete all entries in the highscore section of the selected difficulty level, for example everything below "[KHighscore_Medium]".
