If I am watching tv using my only video card present in /dev/v4l/video0 with (k)mplayer, then I run kopete it take the control of my tv cart and I loose the video in (k)mplayer. If I try quit (k)mplayer, (re)start (k)mplayer to have tv again while kopete runs, I can't get back again the tv card video... Plz add an option to disable the camera/v4l device in the configuration panel of kopete.
Do you still have this problem in KDE4? Kopete shouldn't grab your video card unless you go into the configuration dialog or try to use it from a chat.
