In ktips.po in latest KDE 3.5 branch from svn I have

Vous pouvez basculer de <strong>KPrinter</strong> vers un autre
sous-système d'impression « à la volée » (sans être administrateur)

so it seems all OK.
Doing a quick research via websvn shows
http://websvn.kde.org/trunk/kde-i18n/fr/messages/kdebase/ktip.po?rev=227651&r1=227273&r2=227651
that in May 2003 it was already correct (set your browser to utf8 as the file is utf8 encoded). 
Is it the only string in the file which is badly encoded? Are there any other files like that on your system? Can you attach the file please?

Closing as the reported did not answer and after double check all Fr accents are correctly encoded in the KDE svn files, both in 3.5 branch and in trunk.
