As an extension we could add a function for adding frequently used user-defined licenses to the list.
It would be very useful for me to be able to choose my document license among several predefined ones (e.g. Creative Commons Licenses, Free Documentation License and such). And I think this functionality should be added to the file save dialog box as well.

The save dialog does not sound like an appropriate place fro this information. Further to what Alex said, the Creative Commons people are hoping to encourage applications to make it easier to mark documents with Creative Commons licensing so it would be very useful to have them included in the preset Licenses. In particular I think Karbon and Krita would benefit since XMP and metadata is getting heavy use in graphics applications. Reset priority to Normal, metadata is increasingly important even if the semantic web hasn't been as succesful as people might have hoped. Maybe presenting the document properties and metadata in terms of "tagging" would help?
