If there are three overlapping containers with different z-index, konqueror honors the scrollbar of the top-most container regardless of what is visible or hidden.

Testcase for bug #128180, scrollbar bug

This is a tc that demonstrates this bug. Try to scroll down the first container
and you will notice it won't scroll. Go to the third container and see that it
scrolled there.
