the user suggests that non latin1 layouts (cyrillic in his case) had the 'Include Latin Layout' by default. I think this makes really sense, hence the forward of that wish.

The current solution (including latin layout) is very obscure for new users. I agree that this should be enabled by default and I think it most distributions do it nowadays. At least Kubuntu Feisty or later and OpenSUSE 11 do that.

Hello! Sorry to be the bearer of bad news, but this project has been unmaintained for many years so I am closing this bug. Kcontrol has been replaced by System Settings in Plasma. Please give the latest version of that a try, and open a new bug in "systemsettings" if you continue to have an issue. Thank you!
