By default, when adding a new user, kuser uses MD5 coding of the new
passwords in shadow. This renders the passwords for new users unusable.
By default the Configuration-> Files -> MD5 shadow passwords should be
off.

so does your system not support md5 passwords by default ? -> distro bug. or are the generated passwords wrong?

The default behavior is configurable via ./configure.
