Installed from:    Debian testing/unstable Packages
Compiler:          gcc (GCC) 4.0.3 (Debian 4.0.3-1) 
OS:                Linux

Go to Settings|Configure...|Appearance|Contact List|Change Tooltip Contents...

The dialog that is coming up has its OK and Cancel buttons cut.

I'm going to attach a screenshot showing the bug in a minute...

I can't reproduce this problem. Which version of Qt do you have installed?

I have Qt 3.3.6 installed (current Qt 3.x package in Debian unstable).

This is probably a bug in Qt or maybe in the decoration style.
(I have been reproduced the bug with some other dialog in others part of kde in the past.  But I can't reproduce anymore)
