Version:           1.9.1 (using KDE KDE 3.5.1)
Installed from:    Debian testing/unstable Packages
OS:                Linux

I have text in clipboard. When I chose "reply to message", I cannot select "Paste as quote" from menu - it is grayed out. After doing something with the kmail editor window (I mean refreshing it or something) it changes to normal color and can be selected.

Confirmed. To have it enabled, you have to select something with your mouse on the KMail window.
