Version:           3.5.1 (using KDE KDE 3.5.1)
Installed from:    Ubuntu Packages

I just switched to KDE 3.5.1 using the official packages signed by J. Ridell available on the kubuntu repositories for my kubuntu 5.10 (breezy).

In Kcontrol 3.5.1, Regional and Accessibility Menu, the fields "Keyboard model", "Keyboard Layouts", and "XKb options" are empty, preventing one to chose de keyboard type they want to use.

This bug has been confirmed by at least 3 Kubuntu users on ubuntu-fr.org forums. I'll tell them to confirm that bug on bugs.kde.org in this bug report.

This bug is a really annoying bug (even though the xkb model can be chosen in command line or by changing it directly in the xorg.conf file). 

Hope you will fix it soon or tell us how to make it work.

I do confirm it here under Kubuntu 5.10 under last disponible version of KDE, 3.5.1.

Xkb configuration stays and still works, but impossible to modify grafically.

It's solved with this command:
sudo ln -s /etc/X11/xkb /usr/share/X11

So, I think it's a bug of Kubuntu packages

This seems to be a bug specific to the kubuntu packages, and I solved too the bug by creating the symbolic link, as advises Sergio Cambra : 

sudo ln -s /etc/X11/xkb /usr/share/X11

This bug is also happening in the SUSE 10.2 KDE repositories. Might anyone know the directories relevant in SUSE? (I do not have an xkb directory in my /etc/X11 folder)
