Journal entries can have a time-stamp for the whole entry.  However, often I use one entry for a series of one-line running events.  Consider the minutes of a meeting.  The journal would have a title, possibly the meeting start time, then a series of time-stamped entries.

Putting it on a context menu (right click on journal) would seem like a good place.  Also, being able to assign a keyboard shortcut would be good too.

Maybe even an option for auto time-stamp, after every new-line or double NL, it inserts the time.
