OS:                Linux

STEPS TO REPRODUCE:
Start Kst
Create 4 plots within a single window
Cleanup layout on a 2x2 grid and note the plot order
Cleanup layout on a 1x4 (vertical) grid
Cleanup layout on a 2x2 grid and note the plot order

RESULTS:
The plot order when the plots are arranged on a 2x2 grid
differs each time the plots are rearranged.

EXPECTED RESULTS:
The plot order should be consistent.

This is related to how 'unassigned' plots get placed.

current heuristics seem to do what one normally wants.  The behavior listed here is not necessarily required.
