Bug:

The Kompmgr (KDE's transparency option in KControl > Window Behavior) is turned on, Konqueror will behave normally until you drag one of its windows; then the window will turn semitransparent and remain that way.

I've seen something similar to this, except with resizing windows, and having the option turned on that makes moving windows translucent.  Sometimes some widgets will turn transparent and stay that way even after letting go, and you have to minimize and restore to get them back.
