I have a copy of some website  with local links like 
<li><a href="saga/index.html">Сага о POSIX</a> Алексея Федорчука</li>

Pages are "text/html; charset=koi8-r",
system locale is utf-8 and pages are placed in directory with russian name 
( ~/документация/index.html  ). 
When i trying to go by the link Konqueror says "no such file or directory" . 
Such links opens only when charset of document is same as system locale 
( i tryed to convert some files to utf8 and change content to "text/html; charset=utf8" - all works )

IRIs are not supported yet, but this should work.
