Please, add fature for autodetection id3 tags charset. Now it available in rusxmms patch for xmms  http://rusxmms.sourceforge.net/ - so it is generelly possible.
I have files ripped by myself about four or five years ago that have tags in koi8r or koi8ru
and many file bringed from windows enviroment with cp1251 encoded tags. Now I have UTF8 locale and could select onle charset to decode id3v1 tags, so only about half of my colection my be displayed right way - I could choose cp1251 or koi8 but not both at same time :(

tag recoding has been removed from amaroK, long awaited due to many disadvantages
