Version:           1.4.90 (using KDE KDE 3.4.2)
Installed from:    Debian testing/unstable Packages

For some reason, when I export to SVG, there is an extra rectangle drawn around the whole diagram, as a "frame"? 

it doesn't show up except in the SVG export.

I tried editing the SVG file and removing the first rect element but that didn't seem to get rid of the frame around the diagram. All it did was make it impossible for me to select the frame in inkscape when I tried to look at it again.

I don't see any rectangle... did you open the SVG with inkscape or any other software? probably you're seeing the page border.
