The corresponding bug at bugs.gentoo.org is http://bugs.gentoo.org/show_bug.cgi?id=106919
This appears to be a KDE, rather than a gentoo problem. The doc is incompletely translated, so the .docbook files shouldn't have been generated.
Should be fixed now.
I had the same Problem, then I took the latest snapshot from ftp.kde.org. When I try to compile kde-i10n, I get this error: make[5]: Entering directory `/home/sven/kde-i18n-de-3.4.91/kde-l10n-de-465057/docs/kdemultimedia/kcontrol/kmixcfg' /usr/kde/3.5/bin/meinproc --check --cache index.cache.bz2 ./index.docbook Making all in . make[6]: Entering directory `/home/sven/kde-i18n-de-3.4.91/kde-l10n-de-465057/docs/kdemultimedia/kcontrol/kmixcfg' make[6]: Für das Ziel »all-am« ist nichts zu tun. make[6]: Leaving directory `/home/sven/kde-i18n-de-3.4.91/kde-l10n-de-465057/docs/kdemultimedia/kcontrol/kmixcfg' make[5]: Leaving directory `/home/sven/kde-i18n-de-3.4.91/kde-l10n-de-465057/docs/kdemultimedia/kcontrol/kmixcfg' make[4]: Leaving directory `/home/sven/kde-i18n-de-3.4.91/kde-l10n-de-465057/docs/kdemultimedia/kcontrol' Making all in artsbuilder make[4]: Entering directory `/home/sven/kde-i18n-de-3.4.91/kde-l10n-de-465057/docs/kdemultimedia/artsbuilder' /usr/kde/3.5/bin/meinproc --check --cache index.cache.bz2 ./index.docbook mcop.docbook:1636: parser error : Entity 'artsbuilder' not defined > This seriously breaks applications like &artsbuilder;. At least for me, the problem has gone.
