This does not seem to be the behavior of bug #89992, which leads me to suspect that this is the _fixed_ behavior. It's incorrect to change the duration of a recurring event - if korganizer can't recur events with the original length, it shouldn't allow them to recur at all (though I think that's a serious drawback).
Reassigning all KOrganizer bug reports and wishes to the newly created korganizer-devel mailing list.
