When you move a legend, two 'weird' things happen.  First, a ghost image of the legend is left all over the plot (until you do an update) where you were dragging it.  Second, when you are done moving the legend, a dotted zoom box is started as if you had started an XY-mouse-zoom from the point where you moved the legend to.  However, as soon as you click (to make the dotted zoom box go away) you see that it had no effect, other than to be annoying.  

Expected behavior: After moving a legend, there are no ghost legend images (the plot looks clean and shows the legend only in it's new and rightful location) and it doesn't look like you are starting a zoom.

This should be solved in conjunction with making legends View objects.

Yes, we're getting rid of all of this.  It will be fixed implicitly by the new view object.
