Version:           3.2.0 (using KDE 3.4.1, Debian Package 4:3.4.1-1 (3.1))
Compiler:          gcc version 3.3.6 (Debian 1:3.3.6-5)
OS:                Linux (i686) release 2.6.11

When I try to create a new project, I can't choose the license type, only "custom" licensing option appears. Neither GPL nor BSD... appears, only custom. I'm tested it with different projects (choosing several programming languages, etc.) and nothing changes. I can send you screenshots if required or whatever other help you need. Thank you!

Seeing how you're using Debian, you're probably running their broken package where they've renamed the KDevelop application to 'kdevelop3', causing a number of breakages.

KDevelop puts the licenses in $KDEDIRS/share/apps/kdevelop/licenses but, due to the renaming, KDE/KDevlop will look for the files in $KDEDIRS/share/apps/kdevelop3/licenses and will fail to find them.

won't fix. get debian to stop screwing up their packages by changing the name of the executable.

You are right, that was the reason why it failed, but kdevelop3 dir had the licenses and kdevelop dir no. Debian package has a good mess :) Thank you very much, I'll inform debian mantainer too...
