Installed from:    Unspecified Linux

The CTags plugin is selected and enabled by default when a project is created, even though that there isn't a version of CTags in the system. 

It seems that this problem (the enabling of plugins which aren't available) affects all plugins which need to be installed. It seems that KDevelop doesn't check for the existence of those plugins when installing and creating a new project.

You're right, KDevelop doesn't do that. KDevelop doesn't even try, so it's hardly a bug when it fails. But it would be nice to have, I agree.
