This happens on 3.5 too. It seems that once the icon size is set in konq*viewrc, it refuses to change after that. Remove the "IconSize=" line and it works again. Workaround: If you don't have Konqueror in file manager mode when changing the icon size then this problem doesn't occur. As soon as the rc file has IconSize=XX, it will stay that size for that view. This may be a Konqueror bug, so CC'ing.
The "global" settings are overwriten by the specific settings on th application. This is still reproducible on KDE4. @Peter: how did you implemented the initial settings of icon sizes on dolphin?
The default icon sizes in Dolphin depend on the currently used view and not on the settings in the control center. Dolphin allows to adjust 6 icon size parameters in parallel, so personally I see those settings independent from the settings in the control center, but I'm open for suggestions here.
Hello! Sorry to be the bearer of bad news, but this project has been unmaintained for many years so I am closing this bug. Kcontrol has been replaced by System Settings in Plasma.
