Version:           3.4.1 (using KDE 3.4.1 Level "a" , SUSE 9.3 UNSUPPORTED)
Compiler:          gcc version 3.3.5 20050117 (prerelease) (SUSE Linux)
OS:                Linux (i686) release 2.6.11.4-21.7-default

I tried to upgrade kdebindings-pyton from version 3.4.0 to version 3.4.1. It complains that libqscintilla.so.4 should be installed. But libqscintilla.so.5 is supplied with version 3.4.0.  It seems to be a bit odd to me that a new version of a KDE file asks for an older library file.

Should I link libqscintilla.so.4 to libqscintilla.so.5 ?

This is clearly a SuSE-specific packaging problem... and not a (general) kde bug.    
Report instead to the packager (SuSE).
