Programs which have such a function: f-spot and flickruploadr ( http://micampe.it/things/flickruploadr ).

Also I would like to have it placed on the SVN so that ppl can patch/improve it accordingly. The progress of upload is not very good as the progress is not determinable since the http upload is blocking in nature.
